Informal Draft of Iran-US Agreement Emerges, Including Strait of Hormuz and Frozen Assets

Iranian state media has released details of an informal draft agreement reportedly being discussed with the United States.

According to Iranian state television, the proposed “Islamabad Understanding” remains unofficial and has not yet been finalized. The draft reportedly includes provisions related to the Strait of Hormuz and Iran’s frozen overseas assets.

State TV reported that under the proposed agreement, Iran would be granted expanded authority in the Strait of Hormuz, including the power to classify vessels and exercise broader control over maritime traffic passing through the strategic waterway.

The draft also states that Iran could gain access to $12 billion in frozen assets within 60 days of the agreement taking effect. Additionally, Iran would be given special authority to determine the status of ships operating in the Strait of Hormuz and could impose restrictions on cargo vessels deemed hostile to Iranian interests.

According to the report, Iran would also be authorized to collect fees for navigation services and maritime transit routes. The proposed arrangement would further allow Tehran to oversee security measures and seek compensation for environmental damage in the region.

Under the draft terms, vessels would be required to provide detailed cargo information. Iranian authorities would then use that data to decide whether ships would be permitted to pass through the waterway.

The reported draft has not been officially confirmed by either side and remains subject to further negotiations.
